Panchayat Amanat is envisioned as a cultural and governance interpretation space that celebrates the legacy, evolution, and impact of Panchayati Raj institutions in India. The project aims to transform a conventional information space into an immersive, educational, and engaging experience for citizens, students, policymakers, and visitors.

Lokusdesign was engaged to conceptualise and design an experience that communicates the historical significance, democratic values, and grassroots governance mechanisms of Panchayati Raj through spatial storytelling, interactive exhibits, and interpretive design.

The objective was to translate a complex governance system into an accessible, engaging, and inspiring public experience.

Project Objectives

The primary goals of the project were:

• Communicate the history and evolution of Panchayati Raj in India
• Highlight the role of grassroots governance in democratic participation
• Create an engaging educational environment for diverse audiences
• Encourage citizen awareness and participation
• Use experiential storytelling and spatial design to simplify governance concepts

Design Challenge

Designing the Panchayat Amanat experience presented several challenges:

Complex Subject Matter

Governance systems and policy frameworks can be difficult to communicate to the general public.

 

Diverse Audience Profile:

The space needed to engage students, citizens, policymakers, and international visitors.

 

Balancing Education and Engagement:

The experience had to remain informative while being visually and interactively compelling.

 

Cultural Context:

The design needed to reflect regional identity, democratic heritage, and civic participation.

 

Lokusdesign Approach

Lokusdesign structured the experience around three key design pillars:

1. Narrative-Led Spatial Design

The experience journey was structured as a chronological and thematic narrative, allowing visitors to explore:

• Origins of local governance in India
• Evolution of Panchayati Raj institutions
• Key reforms and milestones
• Role of community participation in governance

2. Experiential Learning

To make governance concepts accessible, the space integrates visual storytelling and interactive learning elements, including:

• Illustrated panels explaining governance structures
• Timeline installations depicting democratic evolution
• Graphic storytelling highlighting key reforms
• Participatory content that connects visitors with governance processes

3. Cultural and Civic Identity

The design integrates visual elements inspired by local culture, civic symbolism, and democratic values.

Material choices, graphic language, and spatial layout were developed to reflect:

• Grassroots democracy
• Community participation
• Regional identity

Visitor Experience Journey

The visitor experience unfolds across several interpretive zones:

Introduction Zone

An orientation space that introduces visitors to the concept of Panchayati Raj and its significance in India’s democratic framework.

Historical Evolution Zone

A visual narrative showcasing the history of local governance, from early community councils to modern Panchayati Raj systems.

Governance Structure Zone

This section explains the three-tier Panchayati Raj system, highlighting the roles and responsibilities of:

• Gram Panchayat
• Panchayat Samiti
• Zila Parishad

Impact and Participation Zone

This area focuses on the impact of grassroots governance, demonstrating how Panchayati Raj institutions influence:

• Local development
• Community decision-making
• Rural empowerment

Design Outcome

The Panchayat Amanat experience successfully transforms governance education into an engaging and immersive public learning environment.
